Luiza asked me to answer these quesons for her since I am the one who wrote the proposal and
have more experience with the issue.
To answer the quesons:
#1 - Their presumpon would be correct, and that is where and how this would be used.
#2 – A next best friend filing is when someone files on behalf of a minor. Those under 18 cannot file
on their own. If a child wants to file and lives with the parent who is causing the problem, that parent
will not file this for them. This becomes their only legal opon to see their stepbrother or sister.
#3 – Parenng Act is an oops on my part. This was originally wri,en for Nebraska, and that is what
they label their laws that deal with family issues.
I corrected the proposal and have a,ached it.
I also corrected it in the Family Involvement Act, which was supposed to be sent to LSC also.
